Nose weights

Has anyone got advice on loading van?   I have followed loading advice i.e. all heavy items over axle with gas/wheel lock/cables in front locker but using a nose weight gauge  we were underwieght. By moving the  items on floor forward, between seating, the
noseweight increases to the 75kg requirement.  Even then we still get slight lurching when towing. Is this normal?
