Water pump

just setting up at Sutton on sea and the water pump won't work , filled the water barrel , electrics plugged in, come to turn pump switch on and nothing, , changed the blue pipe/ pump at the water barel to a new one and still nothing , it starts to go then
suddenly stops it's as if there. Is not enough power to pump and send the water to the taps longer than about 10 seconds? Any ideas please ?
