Showers and toilets

Is it me or does the number of showers / toilets ratio per pitches vary on every site ?
I would have though that the C.C. laid down fixed ratios per site. Some we have visited were great ,others had a queue from 7 a.m. onwards . Last site we visited had 5 shower and toilets for 110 pitches , just not enough .
