Rail Fare Increases

I see rail fares in England are due to increase by 3.5% next January. Do you think there maybe a case for bringing back 1st, 2nd and 3rd class coaches on trains? Costs of manufacture of lower grade coaches should be less and the savings could be offset against fare increases.  In addition, passengers will have greater choice and cheaper travel may encourage greater use of trains.  Or, is the whole idea non-PC these days?
