Pitch allocation

Arrived at a very popular site at  the stated strictly no arrivals before 1 pm absolute chaos. The site is approached by a single track lane with a busy road at the entrance caravavans were stacked up 14 in total meaning those arriving at 1 o'clock could
not turn off the busy road. I wonder if being able to pre book your pitch would stop the panic to arrive an  hour before opening. This would also help if you are working and are unable to arrive for site opening when you just have to take the pitch no one
else wants.
