Really Dog Friendly?

Why does a CL say "dogs allowed", and then tell you they are not encouraged and there is now where to exercise them?? I find this frustrating when trying to book my holiday, I would prefer it if they say what they really mean. If it is one small immobile
lap dog, as in this CL's case, then they should state that. If any one can reccommend a really dog friendly CL in the NW or NE then that would be great!! Thank you
