Twin axle vans

Now this may sound a stupid question, but what is the criteria that moves a van from single to twin axle? I am thinking about trading from my single axle Sterling to a twin axle Bailey. They both have the same MTLMP of 1750KG, but the Bailey is about 0.75
meters longer. So I guess it's not weight that requires the twin axle - is it length?
