Aquaroll Aid

We've all seen the news items about people, usually in Africa, who have to walk miles to get fresh water.  They are then shown carrying the water back in an assortment of containers.  I wonder why no charity has ever thought to give these people Aquarolls.
 Maybe they have and it didn't work.  Anyone know?
