Mass in service = Kerbweight....right?

OK, i've done loads of research on this and am still none the wiser....is there a definitve answer to whats printed on my V5 (mass is service) and my handbook (kerbweight)....why is there a difference in the two figures....any enlightenment would be appreciated.
