Bailey Pageant Water Heater

Can anybody advise please....have just started caravanning again after a 12 year break and have bought a 2009 Bailey Pageant Series 7. Have tried all onboard kit to make sure all works before 1st trip out in April...filled up the water system as described
and turned on the water heater as descibed....does the Truma system heat the water as you use it or does it heat the tank first, did wait a few minutes but water only came out slightly warm from the hot taps, also the pump makes a noise when the taps are on,
can anyone advise please. Nigel.
