Double Standards

We are currently on a CL that is part of a boat marina. There are 5 vans and we are spaced apart observing the minimum 20ft apart rules. The narrow boats moored a few feet away are all side by side with no spacing at all except for a gangplank every second
boat. The risk of fire is surely the same so it does seem to be a case of double Standards.
