Licence to tow

I've just started to read the section for new caravanners and notice you don't need a licence to tow a caravan unless its over 3.5kg,

It's probable true as 3.5kg would be a very small caravan.

Shouldn't it be explained to those new to caravans that anyone who past their test after January the first 1997 will need a new licence, category B+E if they intend to tow a combined weight over 3,500kg

No: your normal driving licence is all you’ll need, unless you’re planning on towing or driving a very large caravan that weighs over 3.5kg.
