Outfit length on club sites

Browsing through the handbook today, I noticed some sites have "Maximum outfit length 11m" I guess they mean car and caravan. Then "Maximum outfit length 7M" I wonder if that is an outfit lenth or a caravan length? Is there a difinitive answer?
