certified locations - business?

We are looking into operating a Certified Location.  The site for it would be part of our 3 acres of garden.  We dont operate any other kind of business from our home.  Are there any other CL owners in a similar situation?  If we paid business rates would
this be instead of or as well as Council Tax?  I would think that we would only get the occasional stopover on our site as we will only have the basic facilities.  Thanks
