Picasso HDI C3 for towing?

My Sister is thinking of venturing into caravanning, she only requires a two berth and asked me to find out if her 1.6 HDI C3 will be ok to tow with. My first thoughts were no……………But specifications give a maximum tow weight of 1200kg. I tow a Bailey
470/4 with a 2 Ton brick and have only been caravanning for two years so I thought lets ask the people who know.

So…………..HELP!!!!!!!!
