Plastic carrier bags

With all the talk of doing away with plastic bags at supermarkets (or charging for them, because that's 'greener' apparantly) what are we going to do for rubbish bags and to line the bin?

Will we now have to buy plastic bags? Will that be better for the environment than re-using bags?
