What are club sites for?

Are club sites there to provide places for touring/holiday purposes and relaxation or to provide pitches for workmen. Why I ask this is because pitched opposite us all week is a caravan whose owner departs at 6.20am every morning. I hear this because I am
a light sleeper. Although he is alone the door slams about four times. At least I should be grateful that I'm not on the next pitch. Personally I have no axe to grind if people use the sites for alternative means apart from touring provided that they show
consideration to others at Silly O'clock.
