Under slung spare wheel carriers - Rubbish Design!

Apart from reducing noseweight, what purpose does the underslung wheel carrier serve? I am fed up with the design which means I have to grovel on hands and knees to manhandle the spare wheel out to check that all is well and that it can still actually be
removed!! (Previously they have rusted solid!!)To try and access in an emergency would be even worse if the offside tyre needed replacing as the access to the carrier would be further restricted. Oh and if we happen to be in France or elsewhere abroad, I don't
fancy my chances on the side of a motorway!! I'm tempted to totally remove carrier and store wheel in the back of the towcar. Anyone else had similar problems and come up with a better solution??
