Parents sending children to school unfed

It has been reported that some kids whose parents are on benefits are arriving at school unfed and hungry 

Correct me if Im wrong but those parents are given money by the taxpayer to enable them to feed their kids. 

Why are those parents not taken to court for child neglect. They are not using the money for the purpose it is given, their kids are suffering because of this.
