Im.surprised that the CC does not alter their pricing structure to reflect supply and demand. 

Many sites are full on friday and saturday nights and pitches lie empty from Sunday to Thursday night. 

The answer is perfectly straightforward using the standard leisure industry model.

Reduce the overnight fees by 50% from Sunday to Thursday night, (reduced income is much better than no income at all) and increase the Friday/Saturday fees to by 50% to maximise income. 

During public holiday weekends the 50% Increase would apply.
