space saver spare wheels

Does anyone have any info re; towing with space saver spare wheels, is it safe/legal, e.g, we are on way to ferry dover get punchure on M25 north of london, can we put spare on front axle,and get ferry driving at reduced speed so as to sort it asap in france
,or are we going to have to wait in uk for repair, G&D
