Caravan Cover

I bought a new Caravan Cover from a well known advertiser of covers in January 2015. By September the top surface ws turning to powder and after contacting them they agreed that it was faulty and sent me another in October 2015. Now in August 2016 it is
doint the same thing but they are claiming that as it is out of warranty its not there problem. I have written to them using the Money Advice standard complaint letter asking for a refund or replacement but they have ignored it. There is no point in going
to the small claims court so is there another way of getting them to do something?
