Lights everywhere - why?

Currently on site looking around earlier and lights everywhere, street lights, bollard lights, lights outside the blocks, lights on inside the blocks. It really got me thinking is it all really neccasary, most of the lights were on way before they were required,
the lights in the blocks are on but not on sensors. Surely sensors in the blocks would be more cost effective. We are asked by the club to not waste electricity but looking around it would seem it doesn't apply to them.
