Is club wifi secure?

As most people know, using any public wifi can be risky for anything with a password especially banking. Fine for general surfing.

When I was at work, they insisted we all use a VPN if accessing public wifi.

My question is, how safe is club wifi? I am not suggesting the person in the next caravan is looking at your bank account but could he/she with the right grabbing software?
