Boat launching in Scotland

Hi - Has anyone launched a power boat ( only kidding , little inflatable with outboard ) at Bunree or North Ledaig ? Any licences needed ? Any recommendations on othe Lochs that may be suitable ? What about speed limits in case I can lose enough weigh to
get over 10 mpph ?
