Chemical toilet dosage?

Hi, as a newbie to the caravan world this may be a silly question but here goes. I know my pink fluid for the flush dosage as its obviously premixed with the volume of water in the holding tank.  My question is for the waste cartridge where my chemical states use at 1 pt fluid to 50 pts water.  Does this refer to the volume of waste water the waste cassette can hold, or does it refer to the two litres of water it states I should put into the cartridge to start off with?
