Charging

Hello all,

           Im sure this is a stupid question so I apologise in advance!

I have a Bessacarr E425 2007 and have it plugged in on charge at home when not in use my question is does it only charge when required or does it just charge all the time ?

I am also planning to put a small oil filled rad (500W) on the frost setting to keep the chill off the air and to combat the possibility of damp, how much would this be to run, any ideas ?
