12.00 Change over time or is it?

We recently arrived at 12.15  at a site that we had booked a month in advance only to find that many of the hard standing areas were taken. We settled on a blue peg pitch only to be reminded that we could not use our awning. Later we were amazed to see about six or seven caravans moving out at 2.30 with more following on during the afternoon. The warden mentioned that they had asked  permission to stayover and he was just trying to satisfy everyone.  If this is Camping Club policy then It seems to me that it will lead to chaos .
