Fire Risk?

Currently at CC site at York where a couple of tourers have arrived the occupants of which clearly know each other judging by the noise going on. 

What is of concern however is that one caravan has two vehicles parked next to it, a 4 wheel drive pick-up plus a saloon. I assume  this breaches the rules on fire safety grounds. Am I correct in my thinking or does the CC allow two vehicles per pitch at
York Rowntree Park?
