Pitch unavailable - saving for friends

Just arrived back from a break at a CC site. When we arrived we were given the usual site map which the warden proceeded to mark up with vacant pitches.
One particular pitch, we were informed, was not available because it was being kept for friends of people who were already on site.
Do the rules allow this?
