What a Puzzling Rule

Just been looking at a cl and was reading the rules/regs etc.

Can anyone understand what is behind this rule

"Note 2: during peak times, we may ask you to move to a different pitch to allow another person to visit the site too. We don't do this often, and we appreciate your co-operation when we do".

Not sure I would be happy with such a rule.
