Locked Showers and WCs.

We've just returned from a lovely week at a club site. However in spite of the fact it was completely full over the weekend, 3/4 full Thursday, Friday and Monday and half full Tuesday and Wednesday, half the toilets and showers were kept permanently locked. 

At one time 6 people were queueing for showers when 3 were locked.

I understand this is Caravan Club policy in low season. How can it be justified when the site itself is not empty?
