Truma water heater electrical problem

Hi

Help required please. When I switch the 240v heater on it trips the EHU bollard...and the main "fuse board" at home when I tested it there. However no fuses are blown...ie on the caravan main fuse box nor the 5amp fuse in the power switch for the heater
nor the 13amp plug fuse at home. Is this because the RCD works faster than a fuse?

All other 240v items work correctly and the heater trips even if it is the only load. I suspect a damaged heater element  but before spending £70 on a new  element I wonder if there could be some other reason?
