First time tower question

Hi,
I have a hyundai I40 1.7 (136ps) and tow a sprite major 4sb. I've had only towed it twice now but am finding a strange sensation when towing.. bearing in mind this is my first experience towing a van. I feel that when I'm driving along that the car is
trying is pulling, then being pushed , then pulled, pushed etc etc. this is most noticeable when the roads are uneven, ie not flat. Is this normal behaviour or is my loadout incorrect?
