Temporary Sites and Fire Regulations

I'm just reading this months magazine and looking at Page 91 which is a "technical"  article regarding "temporary sites provided by the Club". The  accompanying photo shows outfits very close to each other, far closer than the strict separation enforced
on Club sites.

 By definition touring caravan stays are of short duration so that cannot be a reason. Surely a rally by virtue of 100% use of gas must be more dangerous than a normal site.

The question is why is this allowed.
