Has the tide turned?

I see in the August magazine that there are eight new CLs and, more importantly, no closures. The network now stands at around 2500. I was clearing out some old papers and camer across some CC stuff quoting the network at 4500 about twenty years ago. 

It has almost halved in size in that time. Should we be worried?
