reserved pitches

Recently returned from Blaidon Chains C C Site and i observed what i believe pitcthes( HS) being coned off for certain arrivals etc. i observed a number of pitches coned off in addition to disabled pitches. I also observed vans arriving on the Pitches with
Warden welcoming with a friendly hanshake.....Can this be happening or is it me?
