Do You Allow Full 28 days Stay or NOT?

Last week we went exploring for new sites to visit and stay and tried a C&CC CS which I believe should allow a maximum of 28days stay.

When asked how long we would want to stay and I said, 28days they replied," Oh you can't stay that long"

Does this ever happen on a CL, obviously if fully booked one could not but this CS didn't even check what bookings the did or didn't have.
