Who Decides Site Max Size. Site Warden or CCHQ?

A post has appeared within a thread on a RV forum whereby a member and RV owner was disscusing the relationship between CC site wardens and RV owners with a CC warden.

The warden came out with some positive views and when the maximum site site issue was mentioned the warden for his site said he would get it changed.

This has created a debate amongst the RV forum members asking who decides on this issue?

If it is the warden does that mean it could change everytime a new warden takes over?
