Should a Site Be 'Full' with Just Weekenders?

Do or should sites be allowed to 'fill' with just Friday night to Sunday afternood weekenders?
If this is the case it prevents others who wish to stay the full 7 or 14 days and at my last reckoning 2 nights fees is a LOT less than 7 night fees.
Even when show FULL do sites keep a couple pitches for members who want to stay 7 or 14 nights?
