Clutch on Autocruise, Peugeot base

The clutch is a bit weird on my Peugeot based 1999 Autocruise Valentine. When I let the clutch out to biting point the clutch seems to keep engaging some more as if I was letting my foot off the pedal some more. This makes slow manoeuvering difficult. I
know this isn't right but I wonder if any other Peugeot owners have experienced this and what was the cure. I have tried a new Peugeot clutch cable to no avail.
