Electric Bikes Legality

I have been offered a secondhand Electric Bike at a really good price, but having read a little on the internet I am a little suspicious and not sure it will be legal in the UK after regulation harmonisation takes effect in Jan 2016.  Has any member got
one and do they know what the legality will be?
