Can the nose weight come off the all up weight?

Payloads of newer caravans with extras fitted can climb.

If the actual laden weight of the caravan is 75kg more than the MTPLM can this be taken by the tow hitch/ bar providing the GTW is not exceeded. The axel weights could all comply with the law when hitch on the
road.

Any thoughts.
