Allocated Pitches

On a discussion I've just read there is a comment about Minehead site that the pitch was allocated by the warden. I have seen recently several other discussions mentioning allocated pitches but I cant remember which sites they were.
Is this the way the CC is going - following the C&CC and having warden allocated rather than choose your own pitches?
