CC Insurance worthless guarantee

I recieved an e-mail from my Caravan Club yesterday, inviting me to take out a car insurance policy. It promised to beat my current renewal by at least 25%.

I duly telephoned and after giving my details to Michael over a 20-min. call, I was asked what the renewal price of my current insurer - Saga - would be: 

I said, "£140 exactly."

Michael, " Oh we can't get anywhere near that."

Me, "What about your guarentee to beat my renewal by at least 25%?"

Michael, "That's subject to terms and conditions."

Me, "Meaning?"

Michael, "The insurer has to accept the risk."

Me, "So the guarentee is worthless?"

Michael, "It is at that price, yes.".

Is it me?!
