Black Waste Dumps on Club Sites

As an American RV user I am wondering why so few (if any) Caravan Club Sites have ground level black waste dumps. Plenty have ground level grey water dumps but no black waste. Why? As the average RV has black tanks measured in gallons rather than small litre
cassettes it is rather impracticle to use a tote truck, it being impossible to lift the tote truck up to discharge into an elevated Elsan point. A macerator will pump waste up hill into the Elsan point but requires manoeuring the RV close enough. Why
not place a small man-hole at the Elsan point for the RV and black tank fitted motorhome user to dump his tote truck.
