Motorhome Waste Water Points

We have recently visited two CC sites York Rowntree and Baltic Wharf where it has taken a lot of manoeuvring to get our MH over the grey waste water drain. Once positioned it's then very hard to get the grate cover off. My partner suffers from low blood
pressure so should not bend his  head to low and I find these covers very heavy to lift.

Yet when in Scotland touring last year most sites had wide lay-by type drive over drains with open grating so no matter what side the drain taps or what size the MH it was easy to drain grey waste. 

Why do sites in England not use this system or at least have more accessible MHWP
