Battery reading

Hello folks...wondered if anybody could help with a little query. We have a solar panel fitted and a separate box that shows what the battery level is.  When we are on  hook up this level changes - only very small fluctuations.  Could someone tell me why
as I thought whilst being hooked up to the electric the level would stay the same and be at is highest.
