MTPLM, MIRO, MAM, MiS, GTW, GVW, MPW.... OMG

Hope you can help clarify the "85%" guide I’ve been reading about...
As far as I can tell, this states a caravan fully loaded (MTPLM?) should be up to 85% of the car's kerb weight - which, I think, is when it's empty (or maybe with some petrol, or maybe with a driver - depending on which definition you read). But this isn’t
ever going to be the case, right? (van totally full and car totally empty)
So is this really what the guidance is, or am I missing a fundamental point? Assuming the legal weight limits aren’t exceeded, would I be OK if total loaded trailer weight is less than 85% of the total loaded car weight? Because those weights I can do something
about (i.e. move luggage about).
I know it’s only a guideline, but we’ll be new to caravanning so we don’t want to end up with something that’s unstable or a chore to tow (hill starts, etc.). It also seems weird that the Mass in Service on the V5 is listed as 1310, but the towing limit
is 1500.... 114%. Strange.
If anyone can clarify / advise, it would be much appreciated.
