Gap in the market for 'larger' CLs?

The CL concept arises because planning laws limit the use of land for caravanning to five vans.  Many CL owners and other people have space to accommodate say 5 to 15 vans – may of course do take more vans and end up being kicked out of the CL system and/or
in dispute with their Local Authority.  I wonder if there is some way that the Club can extend the CL concept to small sites of say 5 to 15 vans and lobby government/local authorities to extend the planning laws.  Alternatively, come up with some guidance
for potential site developers to encourage these types of sites within the CC system rather than as stand-alone commercial developments?
